Things like that, that just tend to build up over time when things sit. When it's time to take it off, we'll simply press the button in our toggle, spread the bottom, pull it off and we'll tuck it away until we need it next time to cover up our jack. If the a-frame jack you have on your trailer failed I recommend getting a stronger jack for your 2013 Springdale trailer. I recommend the Bulldog Powered Drive Trailer Jack, part # BD500199. This has a 4,000-lb capacity and a total travel of 22-inches. You may also want to keep a cover on the jack when it is not being used if you do not already have one. I recommend a cover like part # UF38-944020. This weatherproof cover has a drawstring that helps hold it secure to the jack.

This fits nicely on our travel trailer power jack. We purchased it to stop the sun fading the black jack. Although we purchased and started using this a couple months ago, after days of heavy rain here recently we thought it would be prudent to check under it today. Yes, it is not waterproof BUT it was only damp under there and all the electronics still worked so we were happy. Let's face it, the manufacturers make the jacks to be weatherproof so a bit of water/damp should not hurt them. I do like another reviewer's idea of putting a plastic bag on first and then putting this cover on top though. A great idea!
