It sounds like there may be a short in your Bulldog jack which could have been caused by excessive moisture from the rain. Also I recommend checking the wiring from the jack to the ground and power sources. The jack grounds through the mounting hardware so you may need to temporarily remove the jack (be sure to support the trailer another way) and sand away any corrosion. There are literally dozens of manual trailer jacks available. This is a very simple device that doesn't cost a lot of money. There aren't huge differences between the different available options, so we picked a light duty and a heavy duty manual jack option to give you an idea of what is out there. The manual trailer jacks we chose get good reviews on Amazon and are great choices if you wish to go the manual route.
The former, obviously, and through personal experience, is much harder to use than the latter. However, the primary benefit of the manual jack is that it COULD be less prone to breaking since it is a simpler device. The electric trailer jack could fail electrically or mechanically. The electric trailer jack will also require installation or some know-how as far as wiring goes. 
I have used this cover to cover the tow jack on my trailer which has been parked up on the drive of my beach house for the last 12+ months. It has therefore been subjected to a marine type environment which plays havoc with house door fittings etc. The cover has survived intact and is now still in an "as new" condition. There are several places water can get into any given jack. Water should be able to drain out though. If the exit points which would be at the lowest point are clogged then the water would not be able to exit. You could use a jack cover like # UF38-944020 for future use. There is no telling how much damage is really done. If there is enough corrosion then something inside could be structurally compromised and fail when you have weight on the jack.
