The Ultra-Fab Protective Cover for Electric A-Frame Jacks - Vinyl - 12" x 14-1/2" # UF38-944020 is the protective cover I recommend for your Husky Brute 4,500 lb Trailer Jack # HT87247. There are literally dozens of manual trailer jacks available. This is a very simple device that doesn't cost a lot of money. There aren't huge differences between the different available options, so we picked a light duty and a heavy duty manual jack option to give you an idea of what is out there. The manual trailer jacks we chose get good reviews on Amazon and are great choices if you wish to go the manual route.
According to the information I was able to find, the Ultra-Fab Electric A-Frame Jack you referenced, part # UF38-944016 would be a good choice for the Keystone Outback Toy Hauler you mentioned. The jack has a 3500 lb lift capacity, which is plenty for the listed tongue weight of the toy hauler, plus anything stowed on it. Among the many features of this jack, I like the fact that is uses LED lamps for long life as well as the fact that a 9/16 inch socket wrench can be used in an emergency...
Jack Cover, (John Higson Cover, Jr.), American physicist and inventor (born April 6, 1920, New York, N.Y.—died Feb. 7, 2009, Mission Viejo, Calif.), spent most of his career in aerospace but became famous in the mid-1970s for inventing the TASER, a handheld weapon that fires darts attached to insulated wires to deliver debilitating electric shocks at ranges of up to several metres. Cover’s goal was to devise a nonlethal means of stopping violent acts, such as riots and hijackings. Though the TASER was initially classified as a firearm because the darts were propelled by gunpowder, in 1993 Cover used compressed nitrogen to activate the darts; the modification allowed the public to purchase his invention. The TASER name (a registered trademark) was a modified acronym from the title of one of Cover’s favourite childhood books: Tom Swift and His Electric Rifle.
Bought one to protect the head unit on boat trailer electric jack. Works great. Bought two more to protect our eBike (pedelec) computers on the handlebars of our bicycles. Fits nicely over the brake handles and the computers to protect them from inclement weather. Our bikes sit on an external bike rack when we travel. I had to take apart the computers and use a hairdryer on them after out last two thousand mile trip. Hope these eliminate having to do that and prevent future damage to the computers. 319085

It sounds like there may be a short in your Bulldog jack which could have been caused by excessive moisture from the rain. Also I recommend checking the wiring from the jack to the ground and power sources. The jack grounds through the mounting hardware so you may need to temporarily remove the jack (be sure to support the trailer another way) and sand away any corrosion. Also check for corrosion or damage to the power wire and where it connects to the battery. The light switch...

I went out to the warehouse to look at the Lippert Electric A-Frame Tongue Jack, # LC285318. In order to remove the screws that secure the cover you will need a long and thin phillips head screwdriver. If you don't already have one, you'll want to purchase a Protective Cover, # UF38-944020, to keep your jack dry when you are at the campsite. This will protect the head of the jack and keep the motor protected from the elements.
